54 Mines in Ningxia Achieve Green Transformation

In recent years, the Ningxia Hui Autonomous Region's Department of Natural Resources has integrated green development throughout the entire life cycle of mineral resources, establishing a “five-in-one” working system of “government guidance, inter-departmental coordination, enterprise-led construction, third-party assessment, and social supervision.” They have clarified a three-tier responsibility chain and incorporated it into local government performance evaluations, introduced five types of local standards for green mine construction, implemented a “one mine, one policy” assessment and dynamic management of “entry and exit capabilities,” and in the past three years, closed or rectified three poorly performing mines, promoting the green transformation of traditional mines.
Enterprises such as Zaoquan Coal Mine have actively put these practices into action, restoring 38 hectares of ecology through simultaneous mining and governance, using intelligent mining to improve resource recovery, and establishing smart water and energy management systems to achieve energy savings and emission reductions. To date, Ningxia has built a total of 54 green mines (including 10 at the national level and 44 at the autonomous region level), with a goal to have “90% of large mines, 80% of medium mines, and 100% of small mines meet the standards by the end of 2028.” The region is deepening cross-departmental collaboration and policy incentives to promote the integration of green mine construction with ecological protection in the Yellow River Basin.
